Democracy 'a farce' at city council

CITY council leader Jon Collins brought last month's executive board meeting to a close in just five minutes. This month he berated the only opposition representative for asking questions.

Coun Collins demanded Liberal Democrat councillor Tony Sutton submit his questions in writing beforehand because councillors and officers struggle to answer "off the cuff".

Coun Sutton said this stance was "laughable" and "ridiculous".
